Assist Regional Program Director to manage and direct the overall implementation of Heifer’s Values Based Holistic Community Development(VBHCD) work in the assigne Region in accordance with HPI objectives, policies and procedures. This position will interact with similar positions in other country program teams to promote consistency throughout the A/SP Program.Responsibilities:

1. Assist Regional Program Director in developing a program plan for the assigned region with corresponding strategy, priorities, objectives and specific goals.
2. Investigate new project proposals, visit the sites, work with local potential project partners and community group to define genuine need through assessment and planning at village level; facilitate selection of appropriate species and husbandry and to work out plans for passing on the gift.
3. Monitor each project and request regular reports in the region, from participating project organizations, evaluate them for accuracy, and translate into or correct translated English.
4. Collect and share technical and non-technical information with projects; where this information does not exist, help define the need for development of materials
5. Assist with preparation for receiving of shipments of livestock to projects, including preparation for reception; assist partner organizations with local purchase of livestock, where appropriate.
6. Assist in preparing annual program budget, and review/conduct annual audits of projects.
7. Review and respond to all correspondence from project organizations in the region and communicate pertinent information to the Regional Program Director for Program.
8. Collaborate with national organizations and project groups in the region with which Heifer has a relationship and/or project support. This collaboration will include assistance in planning, implementation and evaluation of the Values-based holistic community (VBHCD) programs of these organizations.
9. Assist national organizations and project groups in the region in the development and implementation of appropriate training programs.
10. Supervise field assistants and other support staff in the region.
11. Report to the Regional Program Director on a regular basis regarding the status of the various projects in the region .
12. Assist Heifer related visitors to project areas and to facilitate the coordination of appropriate visits to such projects as time permits.
13. Be familiar with the region and the work of other development organizations in the region in order to develop good working relationships with them.
14. Keep informed on issues of socioeconomic development, livestock program and policies in China.
15. Seek continued growth in the knowledge of Heifer International programs and issues of hunger and poverty.
16. Perform other job-related duties as requested.

Education and/or Experience:

Bachelor’s degree in Agriculture/Veterinary/Animal/Social Science or related fields required; plus two (2) years of relevant experience; other job-related education and/or experience may be substituted for all or part of these basic requirements.Knowledge, Skills, and Abilities:

1. Proficient in English, both spoken and written.
2. Proficient in local dialect of the assigned region (if required), both spoken and written
3. Good understanding and sensitivity to issues associated with poverty, hunger and environment.
4. Knowledge of various government schemes for rural development and poverty alleviation.
5. Good knowledge of non-government organization.
6. Knowledge of and experience with or within community organizations.
7. Knowledge and experience in training staff, project partners and farmers.
8. Basic knowledge of word processing, spreadsheets, electronic mail and internet (Microsoft preferred).
9. Ability and willingness to work with flexible schedule.
10. Ability and willingness to travel extensively, both domestically and internationally.
11. Motivated to work responsibly with little supervision.
12. Good leadership qualities and communication skills.
13. Ability to cooperate effectively and harmoniously with project partners and like-minded organizations.
14. Good interpersonal skills with the ability to work cooperatively, tactfully and diplomatically with a culturally diverse group of people.
15. Demonstrate a high degree of honesty and integrity.
16. Ability to foster and maintain a spirit of unity, teamwork and cooperation.
