Job Purpose
To strengthen external and internal communications and advocacy of Tibet Programme and provide support to the Tibet Programme Manager on both managerial and none-managerial tasks as required.
Key accountabilities
1)To lead and manage the departmental work-plans, ensuring that departmental colleagues have a strong sense of working to clear objectives and purpose 2)To manage a consistent and effective communication line between sector managers through facilitating work-plan development meetings and follow-up monitoring meetings 3)To manage a clear, consistent communication line with prefecture partner organisations and represent SC UK at meetings with senior government authorities 4)To represent SC UK externally at a senior level, including visits by donors or international delegations 5)To support the development of programme quality, ensuring Child Rights programming approaches and principles are understood by the staff and partners and that they are duly implemented in programme work 6)To identify good programme experience that has the potential to influence policy and practice for children elsewhere in China and work with the Programme Manager to develop strategies to enable this 7)To support the development of quality proposals, ensuring reporting to donors in a timely and appropriate manner, helping maintain relations with donors and informing them of progress 8)To contribute to the production of high quality, analytical reports, regular progress reports and to the communications of Save the Children in China 9)To provide policy analysis and information in relation to the planning, development and promotion of country programme work and to contribute to the national Child Rights Situation Analysis and Country Strategic Plan 10)To support the Programme Manager in ensuring optimal level of project integration and transparency across the overall programme in the interest of ensuring programme cost-effectiveness and greater programme impact 11)To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team and the Save the Children China programme and to deputise for the Programme Manager in his/her absence 12)To ensure the compliance of Save the Children’s child safeguarding and other policies

The responsibilities of the post do not require you to have one to one contact with children or young people but you may have regular but infrequent contact, usually with different groups of children and young people.
1)A professional qualification at postgraduate level or equivalent in a related subject 2)Minimum of three years relevant experience in advocacy & communications, or other development work areas. 3)Ability to think strategically and experience of strategy development. 4)Ability to understand complex institutional arrangements, cultural sensitivity and strong interpersonal skills 5)Excellent English and Chinese language skills, including report and proposal writing 6)Flexibility, tolerance and a sense of humour in a sometimes frustrating and tense working environment 7)Ability to withstand work pressure and willingness to travel both in and outside China 8)An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child 9)A commitment to support for cross-organisational initiatives and to team working and understanding of how to contribute to this 10)Ability to operate within a predominantly administratively self-servicing environment
